Double-Strike 1994 Quarter? Found in My Change Today...

Double-struck (?) 1994 quarter, front and back _______________________________________ While hunting for parking meter coins, I found the above quarter, so I pulled it from the general small change pile. I don't know if it's really a double-struck coin or if human intervention (not me!) was involved or even if it being double-struck by the U.S. mint would make it valuable or just a curiosity.
